“On April 27, U.S. Senators sent a letter to Chairman Lindsey Graham (R-S.C.) and Ranking Member Patrick Leahy (D-Vt.) of the Senate Appropriations Subcommitee on State, Foreign Operations, and Related Programs (SFOPS).
