The February Kaiser Health Tracking Poll finds Americans are divided on possible changes to the current health care system with 36 percent of Americans saying policymakers should build on the existing law to improve affordability and access to care, 16 percent saying they would like to see the health care law repealed and not replaced, 13 percent saying the current law should be repealed and replaced with a Republican-sponsored alternative, and 24 percent saying the U.S. should establish guaranteed universal coverage through a single government plan. When asked specifically about universal coverage through a single government plan, half say they favor the idea while 43 percent say they oppose it, and some opinions swayed after hearing counterarguments. Opinions also differ depending on the terms used to describe the idea of expanding health insurance coverage to all Americans. This month’s poll also examine awareness and attitudes of the top health policy news stories- the unsafe lead levels in Flint Michigan’s water and the Zika virus outbreak.

Despite the ongoing debate between Republican lawmakers and President Obama on the future of the 2010 health care law, the January Kaiser Health Tracking Poll finds the Affordable Care Act (ACA) is only one of many issues that may impact voting decisions. While there has been recent focus on improving the value of health care, those with insurance under 65 years old largely say the health care services they receive are at least a good value for what they pay for them. Also, in the final days of the 2016 open enrollment period, many uninsured are largely disengaged from the health care system and opportunities for coverage, with large majorities being unaware of the date for the upcoming deadline to enroll or of the fine for not having health insurance in 2016.

This is an abbreviated topline for the upcoming January 2016 Kaiser Health Tracking Poll.  It contains the survey questions addressed in Drew Altman’s column, “Candidate Policy Plans Resonate More With Democrats. Here’s Why,” for The Wall Street Journal’s Think Tank.

The ACA’s third open enrollment will come to a close at the end of January and the December Kaiser Health Tracking Poll finds that only 7 percent of the uninsured correctly identify this as the deadline to enroll in coverage. With Democratic presidential candidates debating the idea of Medicare-for-all, which involves creating a national health plan in which all Americans would get their insurance through an expanded version of the Medicare program, most Democrats like the idea, but very few say the issue will drive their votes in the 2016 elections. As the U.S. Senate voted to repeal the Affordable Care Act (ACA) earlier this month, more of the public views the health care law unfavorably than favorably (46 percent vs. 40 percent). In addition, the public remains divided over what Congress should do next with the law, with 35 percent supporting repeal, 14 percent supporting scaling back the law, 18 percent who say they would like to see it implemented as is, and 22 percent who say they want the law expanded.

As the problem of prescription painkiller abuse has captured greater attention from policymakers and the media, the November Kaiser Health Tracking Poll explores the public’s connection to and knowledge of the issue, as well as their views of how to address it. A surprising 56 percent of the public say they have some personal connection to the issue – either because they say they know someone who has taken a prescription painkiller that wasn’t prescribed to them, know someone who has been addicted, or know someone who has died from a prescription painkiller overdose. While views of the health care law have been narrowly divided for much of the year, this month more say they have an unfavorable view of the law than a favorable one. The poll also includes views of the uninsured during the third open enrollment period under the health care law.

This month’s Kaiser Health Tracking Poll finds that the affordability of prescription drugs continues to be at the top of the public’s priority list for the President and Congress, picked by majorities across political parties. Issues specific to the ACA, such as repealing provisions of the law or repealing the law entirely, fall much lower on the list. The survey also probes the public’s experiences with drug advertisements. A large majority (82%) report they’ve seen or heard such advertising, and 28 percent say they have talked with a doctor about a specific drug they saw advertised. Favorable and unfavorable views of the health care law are tied this month with 42 percent favorable and 42 percent unfavorable. Few uninsured (15 percent) are aware that the third ACA enrollment period begins in November, however many (49 percent) say they expect to get health insurance in the next few months despite the fact that about half (51 percent) say they have been uninsured for 2 years or more.
