“U.S. lawmakers have expressed growing concern about President Donald Trump’s use of budget rules to restrict — or even retract — U.S. foreign aid funding. … In the House of Representatives, where Democrats are in the majority, lawmakers have pledged to use what authority they have to examine the administration’s foreign aid funding policies and to determine whether there has been an intentional, political effort to disrupt funding for certain countries and programs.
