George Ingram, senior fellow in the Global Economy and Development Program at the Brookings Institution, discusses proposed legislation in the U.S. Congress to form the Better Utilization of Investments Leading to Development (BUILD) Act, which would create a new U.S. International Development Finance Corporation (IDFC) as the successor to the Overseas Private Investment Corporation (OPIC).
