“Sylvia Mathews Burwell, the secretary of Health and Human Services, will travel to Cuba on Thursday for a regional conference on the Zika virus, HHS announced on Wednesday. She will be joined by Francis Collins, director of the National Institutes of Health. The visit comes a week after the administration announced that it would try to advance cooperation with Cuba on health research.
