This report provides the latest data on Children's Health Insurance Program (CHIP) enrollment and policy trends nationally and across the states through December 2010, based on survey responses and data provided by CHIP directors in all 50 states and the District of Columbia. The report finds that in December 2010, the number of children enrolled in CHIP reached 5.2 million, the highest level in the program’s 12 year history. From December 2009 to December 2010, an additional 148,000 children enrolled in CHIP programs across the country. The rate of growth in the program, however, slowed for a second straight year.
As part of the Children’s Health Insurance Program Reauthorization Act (CHIPRA), Congress provided performance bonuses for states to increase their enrollment of children who were eligible for coverage but were not enrolled. In 2010, bonuses were awarded to fifteen states that both met enrollment targets and implemented selected measures to simplify enrollment. The Affordable Care Act (ACA), which authorized CHIP through 2015, also included maintenance of effort (MOE) requirements which have prevented states from imposing more restrictive eligibility rules and enrollment procedures in CHIP than were in place on March 23, 2010. These MOE requirements will remain in effect until 2019 for children.
