KFF Tracker: America First MOU Bilateral Global Health Agreements

On September 18, 2025, the U.S. government released its new America First Global Health Strategy, which details how the U.S. will engage in global health efforts moving forward. As part of this new strategy, the U.S. has announced that it will be establishing bilateral health cooperation agreements with countries that receive U.S. global health assistance. This tracker provides an overview of Memorandums of Understanding (MOUs), between the U.S. and partner countries, signed to date. The tracker will be updated as needed.

    This analysis looks at global COVID-19 vaccination efforts by income-level and region to assess the equity gap in both vaccination coverage and rates of administration. Overall, we find that low-income countries and countries are lagging behind, and based on current rates, are unlikely to meet global vaccination targets.

    In many low- and middle-income countries, PEPFAR and the Global Fund are significant funders of commodities to diagnose, treat, and prevent HIV, along with country governments. But, information on their relative contributions, which is important for assessing the HIV response, is not readily available.
