KFF Tracker: America First MOU Bilateral Global Health Agreements

On September 18, 2025, the U.S. government released its new America First Global Health Strategy, which details how the U.S. will engage in global health efforts moving forward. As part of this new strategy, the U.S. has announced that it will be establishing bilateral health cooperation agreements with countries that receive U.S. global health assistance. This tracker provides an overview of Memorandums of Understanding (MOUs), between the U.S. and partner countries, signed to date. The tracker will be updated as needed.

    A new KFF analysis finds donor government funding for family planning efforts in low- and middle-income countries totaled US$1.35 billion in 2022, a decline of 9% (US$129 million) compared to 2021 ($1.48 billion).
