KFF Tracker: America First MOU Bilateral Global Health Agreements

On September 18, 2025, the U.S. government released its new America First Global Health Strategy, which details how the U.S. will engage in global health efforts moving forward. As part of this new strategy, the U.S. has announced that it will be establishing bilateral health cooperation agreements with countries that receive U.S. global health assistance. This tracker provides an overview of Memorandums of Understanding (MOUs), between the U.S. and partner countries, signed to date. The tracker will be updated as needed.

    This data note assesses how the Mexico City Policy affects the provision of legal abortion services in U.S. assisted countries. The policy requires foreign NGOs to certify that they will not “perform or actively promote abortion as a method of family planning” using funds from any source (including non-U.S. funds) as a condition for receiving most U.S. government global health assistance.

    A new Kaiser Family Foundation report finds that donor government funding for family planning declined in 2016 for the second year in a row, decreasing to US$1.19 billion compared to US$1.34 billion in 2015.
