KFF Tracker: America First MOU Bilateral Global Health Agreements

On September 18, 2025, the U.S. government released its new America First Global Health Strategy, which details how the U.S. will engage in global health efforts moving forward. As part of this new strategy, the U.S. has announced that it will be establishing bilateral health cooperation agreements with countries that receive U.S. global health assistance. This tracker provides an overview of Memorandums of Understanding (MOUs), between the U.S. and partner countries, signed to date. The tracker will be updated as needed.

    This analysis examines jurisdictional approaches to eligibility for monkeypox (MPX) vaccine. Overall, almost all jurisdictions have, at minimum, adopted the current approach laid out by the CDC. However, there is substantial variation in how eligibility is defined. Additionally, several jurisdictions lack clear criteria or information on who is eligible or where to get vaccinated. This may impact on who gets vaccinated, lead to geographic disparities, and raises potentially equity challenges.
