Loss of Coverage and Increased Premium Costs Could Disrupt Care for People With HIV, Which Could Have Serious Implications for Public Health

People with HIV may be particularly vulnerable to substantial health care costs, treatment interruption, and declining health if Congress doesn’t extend ACA enhanced premium tax credits by the end of this year, according to a new KFF brief. This analysis examines the impact of expiring tax credits on individuals and the Ryan White HIV/AIDS Program, a federal safety net program for those with low-to-moderate incomes, reaching over half of people with HIV in the U.S.

  • Insurance Coverage Changes for People with HIV Under the ACA

    Issue Brief

    This brief provides the first national estimates of changes in insurance coverage among people with HIV since the implementation of the ACA. We find that coverage increased significantly for people with HIV due to the ACA’s Medicaid expansion; indeed, increased Medicaid coverage in expansion states drove a nationwide increase in coverage for people with HIV.

  • Summary of HHS’s Final Rule on Nondiscrimination in Health Programs and Activities

    Issue Brief

    On May 18, 2016, the Department of Health and Human Services (HHS) published a final rule to implement Section 1557 of the Affordable Care Act (ACA), which prohibits discrimination in health coverage and care based on race, color, national origin, age or disability, and, for the first time sex. This Issue Brief provides a technical summary of Section 1557 and the final rule and highlights new protections and provisions included in the law and rule. Notably, Section 1557 is the first federal civil rights law to prohibit discrimination on the basis of sex in health care. Moreover, the proposed rule extends the definition of sex discrimination to include discrimination on the basis of gender identity. In addition, the final rule establishes regulations related to the provision of language assistance services based on long-standing HHS policy guidance.
