What We Know about Trump’s $500 ACA Checks and the User Fees Funding Them

This analysis examines the $500 checks that the Trump administration is sending to some Affordable Care Act Marketplace enrollees and the user fees that are paying for them. The checks are going to about 1 million enrollees in the 30 states that rely on the federal HealthCare.gov Marketplace who are not receiving any tax credits this year.

Individual Market Enrollment Declined by 18% Since June 2025

Individual Market Enrollment Fell 18%, Suggesting Continued ACA Marketplace Losses

Enrollment in the individual health insurance market fell by 18%—over 4.6 million people—from 25.2 million in June 2025 to 20.5 million in June 2026. Falling individual market enrollment suggests further decline in ACA Marketplace enrollment this year, since Marketplace enrollees represent the vast majority of individual market coverage. The enrollment decline coincides with the expiration of the enhanced premium tax credits and other policy changes that are expected to reduce enrollment.

  • What Do They Mean When They Talk About Pre-Existing Health Conditions?

    Perspective

One health care issue about which the presidential candidates acknowledge they have differences is how the health care system should treat people with pre-existing health conditions. People who have a health condition (such as an illness or pregnancy) or who are at higher than average risk of needing health care are referred to as having a pre-existing health condition. The insurance reform provisions of the Affordable Care Act (ACA), when they take effect in 2014, will…

  • What Issues Are Most Important To Voters in This Election? The Answer Depends On The Question

    Perspective

Election polling has entered hyperdrive, with several polls released daily. As Nov. 6 draws near, it is important to keep in mind that question wording and format do matter, sometimes quite a lot. In our October Kaiser Health Tracking Poll, we measured voters’ top issue priorities two ways: First, we asked one group to name the most important issue to their vote for president in an open-end question, allowing respondents to say in their own…

  • Private Insurance Benefits and Cost-Sharing Under the ACA

    Perspective

The Department of Health and Human Services (HHS) recently released guidance on the two key components that determine the level of protection that private insurance plans will provide to consumers under health reform. The first involves the services that insurance plans must cover, and the second involves how much patients must pay out-of-pocket for those services. The Affordable Care Act (ACA) establishes new rules for what insurers must provide for both components starting in 2014.…

  • January 2012 Kaiser Health Tracking Poll: The ACA and the Supreme Court

    Perspective

As the Supreme Court prepares to hear legal challenges to the health reform law in March, the latest Kaiser Health Tracking Poll shows that most Americans (59 percent) expect the Justices to base their ruling on their own ideological views rather than their interpretation of the law (28 percent). As for the public’s views on the individual mandate, the poll once again shows that it continues to be unpopular with the public (67 percent unfavorable versus…

  • April Kaiser Health Tracking Poll: Core Views on ACA Remain Stable After Oral Arguments

    Perspective

The increased public attention to the Affordable Care Act (ACA) generated by the Supreme Court’s consideration of the law did not meaningfully change the public’s opinion of the law overall or of the specific provision at the heart of the legal case against it, the individual mandate. Forty-two percent say they have a favorable opinion of the law this month and 43 percent have an unfavorable one, a division virtually unchanged from March. Similarly, the…

  • August Kaiser Health Tracking Poll: A Look At The GOP As The Republican Convention Draws Near

    Perspective

Despite the ongoing focus on Republican opposition to the Affordable Care Act (ACA), the latest Kaiser Health Tracking Poll finds that the ACA is not the top health care priority among Republicans. While jobs are still the number one issue, when asked about the health care issues that will impact their vote this fall, Republicans’ top concern was the cost of health care and insurance, named by two-thirds as either “extremely” or “very important” to…

  • KFF Data Note: Americans’ Views on the Personal Impact of the ACA and the Supreme Court’s Decision

    Perspective

As the Supreme Court hears cases challenging the constitutionality of parts of the Affordable Care Act, a relatively small share of the public thinks the Supreme Court’s decision will have a lot of impact on their family (28 percent). At the same time, the public is divided as to whether the law overall will leave their own families better off (26 percent), worse off (33 percent), or if it won’t make much difference (34 percent).…

  • KFF February Health Tracking Poll: Nearly Half Confused About Status of the Health Reform Law

    Perspective

The latest Kaiser Health Tracking poll finds that amid a public debate about contraceptive coverage in insurance plans, 63 percent of Americans support a new federal requirement that plans include no-cost birth control, while a third oppose it. Catholics split along similar lines, but there’s a big partisan divide, including among women: 85 percent of women who are Democrats support the requirement, compared with 42 percent of women who are Republicans. The public is also divided…

  • Public Opinion on the ACA: Cruising or Turbulent Ride?

    Perspective

Regular readers of the Kaiser Health Tracking poll know by now that public opinion on the Affordable Care Act (ACA) has been at a steady cruising altitude since it was signed into law on March 23, 2010, with a little over four in ten viewing the law favorably and a similar share unfavorably. But, has public opinion on the law since passage been more turbulent for different groups of Americans, for example, those with lower…

  • March Kaiser Health Tracking Poll: The ACA at Two Years; The Individual Mandate and the Supreme Court

    Perspective

As the Patient Protection and Affordable Care Act (ACA) nears its second birthday, the latest Kaiser Health Tracking Poll finds that public opinion on the law remains evenly split (41 percent favorable, 40 percent unfavorable) with sharp divisions along partisan lines, much as it has been since the law was passed. With the Supreme Court preparing to hear challenges to the law later this month, about half the public thinks the Court should strike down the…
