Percent of Title X Clinics that are Planned Parenthood Clinics and/or Provide Abortions

The new HHS final regulations for the Title X family planning program disqualify any provider that offers or refers for abortion services. If fully implemented, the regulations will likely affect the landscape of qualified clinics that receive Title X funding to support family planning services for low-income people. This map presents the share of Title X clinics that are Planned Parenthood clinics or provide abortions (as of May 2019). These clinics would no longer qualify, unless they separate from Planned Parenthood Federation of America or physically separate abortion services from other family planning care. In addition, other Title X clinics may also decide to leave the program if they are prohibited from providing abortion referrals to pregnant clients who seek this service.
