Health Centers as Safety Net Providers: An Overview and Assessment of Medicaid’s Role
This policy brief looks at health centers in detail in order to illuminate the role they play as providers of care and to document the important nexus between health centers and Medicaid.
A survey by the San Jose Mercury News and the Kaiser Family Foundation explores the access and use of computers and the Internet among 10 to 17 year olds living in Silicon Valley. The survey was released in a series of articles in the San Jose Mercury News beginning on Sunday, May 18, 2003.
A June 2003 supplement of Medical Care Research and Review presents a compelling case that health insurance does lead to improved health and better access to care. The supplement, with Thomas Rice as guest editor, includes four commentaries on the topic by John Ayanian, Stuart Butler, Karen Davis, and Richard Kronick. The supplement, published by Sage Publications and supported by the Kaiser Commission on Medicaid and the Uninsured (KCMU), features Jack Hadley s exhaustive review of 25 years of research literature.

This comprehensive new survey examines the factors that shape and inform the knowledge and decision making of young people. The report examines what kinds of pressure young people face to be sexually active and how they handle the pressure; what they know about HIV/AIDS and STDs; what they know and how they feel about contraception and protection; and what sources inform and influence their decision making.
The Kaiser Commission on Medicaid and the Uninsured has been monitoring the development of the Pharmacy Plus waiver initiated by the Bush Administration in 2002 and tracking the states that have pending or approved plans. The Commission has developed some materials describing the initiative, examining the financing mechanism, and discussing the implications for the Medicaid program and participating states.
The Pharmacy Plus initiative allows states to secure federal Medicaid matching funds for prescription programs for low-income seniors and/or individuals with disabilities. While much of the focus of the initiative has been on providing prescription drug coverage, the waiver would fundamentally change the financing of care under Medicaid. This policy brief describes Pharmacy Plus waivers being considered by some states for their Medicaid program and their implications for Medicaid financing. These waivers offer an opportunity for prescription drug coverage for low-income seniors, but they also include a major change in the financing of care for all seniors on Medicaid — a cap on federal Medicaid funding for all services provided to seniors on Medicaid.
This issue brief examines women’s roles in family health care decision-making and coordination, the effect of that involvement for women who work, and women’s caregiving responsibilities. This analysis is based on data from the 2001 Kaiser Women’s Health Survey, a nationally representative sample of nearly 4,000 women between the ages of 18 and 64.

Findings from recent studies of waiver programs in other states such as Oregon, Utah, and New Hampshire were presented and discussed.
