    The latest KFF Health Tracking Poll finds health care ranking among the top issues voters want to hear candidates talk about during their congressional campaigns, with health care cost ranking as the top health care issue for voters across partisanship. However, for many voters, including one-third of Republican voters, a candidate’ position on President Trump will make the biggest difference in how they vote in 2018. This month’s poll also takes an in-depth look at voters who say a candidate’s position on health care will be the “most important factor” in their 2018 congressional vote choice, otherwise known as “health care voters.”

    Fielded a week after the 2018 midterm elections, this poll examines the public’s priorities for the next Congress, measures favorability for ACA provisions including Medicaid expansion, and takes a look at knowledge of the current open enrollment period among adults ages 18-64 who purchase their own insurance or are currently uninsured. With the impending Texas v. United States lawsuit, in addition to several Trump administration policy actions aimed at different aspects of the U.S. health care system, this KFF survey also examines the public’s position on pre-existing conditions protections, prescription drug advertisements, and employer exemptions from covering birth control.

    The Kaiser Family Foundation's Health Tracking Poll from October 2017 asked the public of their views of a national health plan, and whether they favor or oppose the implementation of such a program. While about half of the public favors having a national health plan, there is a strong partisan divide with the majority of Republicans strongly opposing such a plan and nearly half of Democrats strongly favoring the plan. This poll also asked the public about their perceptions of the impact of a national health plan, and what they believe would be the best and worse thing about the plan.

    This 15th annual 50-state survey provides data on Medicaid and Children’s Health Insurance Program (CHIP) eligibility, enrollment, renewal and cost sharing policies as of January 2017, and identifies changes in these policies in the past year. As discussion of repeal of the Affordable Care Act (ACA), broader changes to Medicaid, and reauthorization of CHIP unfolds, this report documents the role Medicaid and CHIP play for low-income children and families and the evolution of these programs under the ACA. The findings offer an in-depth profile of eligibility, enrollment, renewal, and cost sharing policies in each state as of January 2017, providing a baseline against which future policy changes may be measured.
