This policy watch highlights a change coming to the Medicare Part D drug benefit that will cap Part D enrollees' out-of-pocket drug costs, beginning in 2024, resulting in savings of thousands of dollars for high-cost drugs - a change that recent KFF tracking poll results show few older adults know about.
This data note provides new information about waiting lists from KFF’s most recent survey of state Medicaid HCBS programs, including a discussion of why waiting lists are an incomplete measure of unmet need and why they are not necessarily comparable across states or over time.
In a new analysis of survey data from state Medicaid home care programs, KFF found that in most years since 2016, there have been nearly 700,000 people on waiting or interest lists for expanded home and community-based services (HCBS), with a total of 692,000 across 38 states in 2023 and waiting lists averaging three years. Medicare Part D prescription drug coverage is available for people with Medicare who enroll in private plans, either a stand-alone prescription drug plan (PDP) for people in traditional Medicare, or a Medicare Advantage plan that covers all Medicare benefits, including prescription drugs (MA-PD). This issue brief provides an overview of Part D plan availability and premiums in 2024 and key trends over time.

The analysis shows that people with Medicare who are under 65 with disabilities experience more problems using their Medicare coverage, including access and cost-related problems, than beneficiaries who are 65 and older.

Most states also report developing or expanding worker education and training programs and offering incentive payments to recruit or retain workers. All surveyed states reported shortages of care workers and most (43 states)…
