Medicaid eligibility, seniors, people with disabilities
On June 28, 2012, the U.S. Supreme Court issued its decision in the case challenging the Affordable Care Act (ACA). The Court upheld the constitutionality of the ACA's individual mandate, which requires most people to maintain a minimum level of health insurance coverage beginning in 2014.
Under the Affordable Care Act (ACA), beginning in 2014 all states will employ streamlined, technology-driven enrollment systems to help eligible people sign up for insurance affordability programs, including Medicaid, the Children's Health Insurance Program and the new health insurance exchange marketplaces.
Enrollment in Louisiana’s Medicaid expansion, which began on June 1st, got off to a rapid start, with 233,794 new enrollees by June 30th. This robust beginning was due in large measure to months of behind-the-scenes work aimed at leveraging information from existing state systems to facilitate swift and seamless Medicaid enrollment. The state identified groups of people already participating in state-administered programs who are eligible for Medicaid under the new expansion, and quickly enrolled them through a combination of automatic transfers and the use of a federal option that relies on data from the Supplemental Nutritional Assistance Program (SNAP) to significantly streamline enrollment. By using verified data on income and other eligibility factors available in state databases, Louisiana obviated the need for individuals to complete a separate Medicaid application or produce additional or duplicative verification documents.

This 14th annual 50-state survey of Medicaid and CHIP eligibility, enrollment, renewal, and cost-sharing policies as of January 2016 provides a snapshot of state Medicaid and CHIP policies in place two years into the post-ACA era.
This issue brief examines the characteristics of the remaining uninsured population who are eligible for Medicaid or CHIP using 2022 national survey data. Despite improvements in coverage, 25.6 million nonelderly people remained uninsured in 2022.
This analysis provides national estimates of eligibility for ACA coverage options by race/ethnicity, including Whites, Blacks, and Hispanics. We estimate coverage and eligibility as of early 2015, which is prior to the end of the 2015 Marketplace open enrollment period. Overall, this analysis finds that more than half (55%) of the total 32.3 million nonelderly uninsured are people of color, including 34% who identify as Hispanic, 14% who identify as Black, and 8% who identify as another group or mixed race.
