    The start of the open enrollment period for non-group insurance in 2018 is less than one month away, and the majority of individuals who are targets for enrollment – those who currently purchase their own insurance and those who are uninsured – are unaware of the key dates of the next open enrollment period. This report, focusing on enrollees in the non-group market, compares the experiences of individuals who purchase their own insurance through an ACA marketplace with the current health insurance market to those who get their insurance through their employer. Overall, the experiences of marketplace enrollees are more similar than different than those with employer coverage when it comes to costs and choices. However, marketplace enrollees are more likely to express worry about their future ability to afford insurance and health care services.

    The brief provides an overview of what consumers can expect during the second annual Open Enrollment period under the Affordable Care Act (ACA), which runs from November 15, 2014 through February 15, 2015. It is the second opportunity for uninsured individuals to enroll in private insurance coverage, premium tax credits and cost sharing subsidies and the first time that people newly insured in 2014 can renew their health plan coverage and subsidies. It also overlaps with the start of the tax filing season, during which subsidized individuals will undergo tax reconciliation of their 2014 financial assistance and the individual responsibility provisions of the ACA will be enforced.

  • How are Seniors Choosing and Changing Health Insurance Plans?

    This report summarizes first-hand accounts of seniors’ Medicare private plan decision making strategies, based on focus groups conducted in four cities. Seniors found the initial plan selection process overwhelming due to the volume of information they received and their inability to organize it. Few used the government's online comparison tool, and those that did cite several shortcomings. Many relied on advice from sources they trust, including insurance agents, plan representatives, friends, family members, doctor's offices and pharmacists. After they enroll in a plan, many seniors did not revisit their initial decision or review plan options without the strong provocation of a substantial increase in cost, change in coverage, or shift in personal health care needs. Moreover, they feared that a change in plans may disrupt their care, or lead to an unforeseen increase in out-of-pocket costs, and require them to learn new rules and requirements. They are doubtful they would end up in a plan that is appreciatively different or better for them. Overall, seniors preferred to have numerous choices in plans but would like personalized help and advice from experts to ease the process.
