  • Key Themes From Delivery System Reform Incentive Payment (DSRIP) Waivers in 4 States

    Issue Brief

    Building on an earlier brief that provided an overview of the components of DSRIP waivers, this analysis relied upon interviews with stakeholders to identify emerging trends and themes from DSRIP waivers in four states – California, Massachusetts, New York and Texas. It highlights that DSRIP waivers are spurring major change in relationships among providers; allowing providers to launch new initiatives aimed at improving care and reducing costs; and fostering a stronger focus on the social service needs of Medicaid beneficiaries. At the same time, the rapid pace of implementation is straining the ability of stakeholders to keep pace, including consumer advocates who are hard-pressed to track and respond to the DSRIP-driven changes that are fundamentally re-shaping the way that care is delivered to Medicaid beneficiaries.

  • Americans’ Views of Puerto Rico’s Recovery

    Poll Finding

    The November Kaiser Health Tracking poll finds that 70 percent of the public say people in Puerto Rico affected by Hurricane Maria are not yet getting needed help, up from 62 percent in October. Similarly, most of the public (59 percent) says the federal government is not doing enough to restore electricity and access to food and water in Puerto Rico. As with Puerto Rico’s recovery effort, most of the public also reports closely following news about the recovery in the Houston area after Hurricane Harvey.

    The Kaiser Family Foundation/Episcopal Health Foundation Harvey Anniversary Survey examines the views, experiences, and long-term recovery needs of vulnerable Gulf Coast Texans who were affected by Hurricane Harvey. This survey – a follow-up to a survey conducted by the partners 3 months after the storm – measures residents’ challenges with housing, financial assistance, health care, and mental health, as well as views on priorities and preparedness moving forward. It finds many challenges are especially salient for affected residents who are Black, Hispanic, or have lower incomes, as well as those who experienced major home damage or remain displaced from their homes.

    As part of the new Kaiser Family Foundation/Episcopal Health Foundation 2018 Texas Health Policy Survey, this brief explores Texans’ views on health policy priorities at both the state and national level. It examines how Texas residents view state spending on health care and how they rank initiatives such as lowering health care costs, reducing maternal mortality, and funding for mental health care. It also explores Texans’ views on the Affordable Care Act and Medicaid, including personal connections to the Medicaid program and support for Medicaid expansion.
