Health Insurance Premiums and Cost-Sharing: Findings from the Research on Low-Income Populations This policy brief reviews studies on the impact of premiums and cost-sharing, particularly on low-income populations, and finds that premiums generally depressed participation in public programs and cost-sharing affected health utilization, access and outcomes.
This report includes case studies of how seven states (California, Colorado, Florida, Michigan, Mississippi, New Jersey, and Washington) coped with budgetary problems and how these problems impacted Medicaid and SCHIP.
While Medicaid and the Children's Health Insurance Program (CHIP) have become increasingly important sources of health coverage for low-income children in all racial and ethnic groups, the program plays an especially large role for children of color, who are more likely than white children to be low-income.
This update shows that enrollment in SCHIP grew by 25,000 to 3,950,000 in 2004, reversing a four quarter decline in enrollment since June 2003, but still slightly below the program's enrollment peak. Report (.
This report presents information on the number of children enrolled in SCHIP for each state, for specific months from 1998 to 2001. As of December 2001, the SCHIP program covered 3.5 million low-income children. An increase of 780,000 from the previous year.
