    This survey by the Kaiser Family Foundation and California Health Care Foundation gauges California residents’ views on health care priorities facing the state’s new governor and legislature, including health care affordability, access to care, mental health and substance use treatment, and provider shortages. It also highlights Californians’ experiences in the health care system, as well as views on the Affordable Care Act, Covered California, Medi-Cal, and proposals to advance a single-payer health insurance system in the state.

    Medicaid in the Territories: Program Features, Challenges, and Changes

    This brief draws on a survey of and interviews with Medicaid officials in U.S. Territories, as well as other research, to examine key issues and trends in their Medicaid programs. Territories differ from the states on key demographic, economic, and health status indicators. Unlike in the states, where federal Medicaid funding is not capped, and the federal share varies based on states’ per capita income, Medicaid in the territories is subject to a statutory cap and a fixed federal matching rate.

  • Addressing the Opioid Crisis: Medication-Assisted Treatment at Health Care for the Homeless Programs

    Health Care for the Homeless (HCH) programs, a subset of community health centers, play a significant role in addressing the opioid epidemic by providing medication-assisted treatment (MAT). MAT, which combines one of three medications (methadone, buprenorphine, or naltrexone) with behavioral therapies, is the standard of care for opioid use disorder (OUD). This brief presents findings from an analysis of health center data on the provision of buprenorphine-based MAT, as well as interviews with providers and administrators from 12 HCH programs about strategies they adopted to implement MAT programs.

    While not typically an election issue, Medicaid — particularly the Medicaid expansion created under the Affordable Care Act (ACA) — was an important issue in the 2018 midterm elections in a number of campaigns throughout the country. This fact sheet highlights key states in which the results of the 2018 midterm elections have implications for Medicaid adoption or implementation. States examined include those that had Medicaid expansion ballot initiatives as well as states that have not yet adopted or implemented expansion but elected governors who support Medicaid expansion. In these states that had gubernatorial races with implications for Medicaid expansion, it will be important to monitor changes in the composition of state legislatures, as governors in most states will need to work with their legislatures in order to adopt the expansion.
