Notes
Estimates of Total Taxable Resources (TTR) measure the relative fiscal capacity of the states and are calculated by the Department of the Treasury. TTR is defined as the unduplicated sum of the income flows produced within a state (gross state product) and the income flows received by its residents (state personal income) that a state can potentially tax. The estimates for TTR are used in formulas that allocate federal funds for the Community Mental Health Service and Substance Abuse Prevention and Treatment block grant programs among the states.
