In April 2023, the Centers for Medicare and Medicaid Services (CMS) released guidance encouraging states to apply for a new Section 1115 demonstration opportunity to test transition-related strategies to support community reentry for people who are incarcerated. As of August 19, 2024, CMS has approved Section 1115 reentry waiver requests from 11 states, while 13 additional reentry waivers remain pending.
KFF's analysis provides an overview of total Medicaid spending per enrollee (state and federal shares) by eligibility group and state in 2021. Variation in per-enrollee Medicaid spending is driven by state Medicaid policy choices, like eligibility levels, benefits, and provider payments, as well as factors like state demographics and health costs.
On July 16, 2022, the federally mandated crisis number, 988, became available to all landline and cell phone users at no charge. Since launch in July 2022, 988 has received 10.8 million calls, texts, and chats. In May 2024, monthly contacts exceeded half a million, up about one-third from a year ago and 80% since May 2022. Despite increased demand for 988 services, national answer rates improved and wait times decreased, though some gains slipped in the second year.
Firearm deaths increased sharply over the past decade, rising from 92 deaths per day to 132 deaths per day from 2012 to 2022. Firearms are the leading cause of total suicides and homicides, making up 55% of all suicide deaths and 79% of all homicides in 2022.
Medicaid paid for more than half of the $415 billion that the US spent on long-term services and supports in 2022, most of which went to home and community-based services as well as to care in nursing homes and other institutional settings.
Using health insurer financial data for 2023, we find that in 2023, per enrollee gross margins were highest in the Medicare Advantage market, and medical loss ratios were lowest in the individual insurance market. Across most markets, gross margins have been relatively stable in recent years.

This issue brief provides insight into ways Medicaid can mitigate racial health disparities, how coverage may vary by race and ethnicity, and other Medicaid initiatives states pursuing to address racial disparities in health and health care.
Eligibility policies for seniors and people with disabilities vary across states, but states made similarly wide-ranging changes to streamline renewal processes for these enrollees. KFF’s Survey of Medicaid Financial Eligibility & Enrollment Policies for Seniors & People with Disabilities was conducted in March 2024 by KFF and Watts Health Policy Consulting.
The 22nd annual survey of state Medicaid and CHIP programs officials conducted by KFF and the Georgetown University Center for Children and Families in May 2024 presents a snapshot of actions states have taken to improve systems, processes, and communications during the unwinding, as well as key state Medicaid eligibility, enrollment, and renewals policies and procedures in place as of May 2024. The report focuses on policies for children, pregnant individuals, parents, and other non-elderly adults whose eligibility is based on Modified Adjusted Gross Income (MAGI) financial eligibility rules.
Oral health is key to overall health and well-being, and the use of dental services helps prevent and treat dental disease and improves oral health. The prevalence of unmet oral health needs is higher among people with low incomes, including those with Medicaid. This issue brief describes Medicaid dental coverage, examines the use of dental services for children and adults in Medicaid, and discusses current challenges and policy changes that impact access to oral health care for Medicaid enrollees.
