Waiting lists are a reality of state AIDS Drug Assistance Programs (ADAPs), which rely on specific federal appropriations, or capped funding, each year. Capped funding determines ADAP’s income eligibility criteria, the number of drugs in the formulary, and the number of people who can be served.

The Minority AIDS Initiative (MAI) was created in 1998 by the U.S. government to respond to growing concern about the impact of HIV/AIDS on racial and ethnic minorities. It provides funding to strengthen organizational capacity and expand HIV-related services in minority communities.
UNAIDS hosted this panel that featured the work of the UNAIDS Consortium on Resource Tracking. The session highlighted the importance of tracking global HIV/AIDS financial information; reviewed the methodological approaches used to track HIV/AIDS resource flows; and determined gaps in HIV/AIDS financial information and coverage as well as strategies for moving forward.

Policy Brief: U.S. Government Funding for Global HIV/AIDS Through FY 2005 To help understand U.S. budget trends and priorities for global HIV/AIDS, the Kaiser Family Foundation has prepared a new policy brief, “U.S. Government Funding for Global HIV/AIDS Through FY 2005.
The Global HIV Prevention Working Group issued the first major report to examine global HIV prevention needs in a time of expanding treatment access, “HIV Prevention in the Era of Expanded Treatment Access.
The article “Ending an Era of Denial,” published in the March/April 2004 edition of Foundation News & Commentary explores the role of foundations in responding to HIV/AIDS in the U.S. and globally. The article, co-authored by Jennifer Kates, Director of HIV Policy at the Kaiser Family Foundation and Drew Altman, PhD.
This report from the The Center for Strategic and International Studies (CSIS) Task Force on HIV/AIDS, in collaboration with the Kaiser Family Foundation, reviews the emergency response capacities of a number of US government agencies and makes suggestions for enhancing the rapid-response capacity of the Office of the Global AIDS Coordinator.
