Medicaid programs are a major source of coverage for people of color and a potential mechanism to address racial health disparities. This issue brief provides insight into ways Medicaid can mitigate racial health disparities, how coverage may vary by race and ethnicity, and other Medicaid initiatives states pursuing to address racial disparities in health and health care.
Eligibility policies for seniors and people with disabilities vary across states, but states made similarly wide-ranging changes to streamline renewal processes for these enrollees. KFF’s Survey of Medicaid Financial Eligibility & Enrollment Policies for Seniors & People with Disabilities was conducted in March 2024 by KFF and Watts Health Policy Consulting.
The 22nd annual survey of state Medicaid and CHIP programs officials conducted by KFF and the Georgetown University Center for Children and Families in May 2024 presents a snapshot of actions states have taken to improve systems, processes, and communications during the unwinding, as well as key state Medicaid eligibility, enrollment, and renewals policies and procedures in place as of May 2024. The report focuses on policies for children, pregnant individuals, parents, and other non-elderly adults whose eligibility is based on Modified Adjusted Gross Income (MAGI) financial eligibility rules.
Oral health is key to overall health and well-being, and the use of dental services helps prevent and treat dental disease and improves oral health. The prevalence of unmet oral health needs is higher among people with low incomes, including those with Medicaid. This issue brief describes Medicaid dental coverage, examines the use of dental services for children and adults in Medicaid, and discusses current challenges and policy changes that impact access to oral health care for Medicaid enrollees.
A KFF analysis of the latest data from the U.S. Centers for Disease Control and Prevention finds that the national alcohol death rate has risen 70% in the past decade, accounting for 51,191 deaths in 2022 -- up from 27,762 deaths in 2012. The analysis has state-level data showing considerable variation in alcohol death rates across states. Deaths rose sharply during the pandemic, with the steepest increases among adults aged 26 to 44, American Indian and Alaska Native people, and females—all groups that experienced close to, or more than, a 100% rise in alcohol mortality rates since 2012.
This analysis discusses the provisions of the final rule, including changes made by the Administration from the proposed rule, and examines the percentage and characteristics of nursing facilities that currently meet the minimum staffing requirements in the final rule, which takes effect beginning in May 2026 for some facilities.
A growing number of states have added Medicaid coverage of non-traditional pregnancy-related care and services in recent years, such as doula services, lactation services, and home visiting programs, to promote better maternal and infant health outcomes and reduce racial/ethnic health disparities. This brief explores state strategies and challenges in promoting access to these services.
In light of worsening mental health among youth, strategies have been implemented to improve access to behavioral health services in recent years, including expanding school-based care for students. Leveraging Medicaid to improve and address gaps in school-based behavioral health services has been a key strategy in recent years as youth mental health concerns have grown. Provisions from the Safer Communities Act of 2022 utilize Medicaid to expand both school-based health care and other mechanisms of youth behavioral health care. This issue brief explores the implementation of these provisions from the Safer Communities Act thus far, with a focus on the guidance issued from CMS.
