Julia Zur is a Senior Policy Analyst with the Kaiser Family Foundation’s Program on Medicaid and the Uninsured, where she focuses on behavioral health issues among low-income populations. Previously, she worked at the Substance Abuse and Mental Health Services Administration, where she worked on a range of projects related to the opioid epidemic and behavioral health care financing. Earlier in her career, she worked in the Department of Health Policy and Management at The George Washington University Milken Institute School of Public Health and the Treatment Research Institute. Julia received her B.S. in Neuroscience and Psychology from Muhlenberg College and has a Ph.D. in Mental Health from the Johns Hopkins Bloomberg School of Public Health.
