KFF Health Tracking Poll February 2025: The Public’s Views on Potential Changes to Medicaid
Findings
Undocumented immigrants are not eligible to enroll in federally funded coverage including Medicaid, CHIP, or Medicare, or to purchase coverage through the ACA Marketplaces. However, some states have established fully state-funded programs to provide coverage to immigrants regardless of immigration status, although they vary in eligibility and scope of benefits provided. In addition, Emergency Medicaid spending reimburses hospitals for emergency care they are obligated to provide to individuals who meet other Medicaid eligibility requirements (such as income) but who do not have an eligible immigration status, including undocumented immigrants and lawfully present immigrants who remain ineligible for Medicaid or CHIP.
