Medicaid in Uncertain Times: Results from a 50-State Medicaid Budget Survey for State Fiscal Years 2017 and 2018 at a Forum with the National Association of Medicaid Directors

At 9:30 a.m. ET on Thursday, Oct. 19, the Kaiser Family Foundation released its 17th annual 50-state Medicaid budget survey for state fiscal years 2017 and 2018. Kaiser and the National Association of Medicaid Directors (NAMD) are holding a joint briefing to discuss trends in enrollment and spending and highlight key policy developments in state programs at a time when policymakers in Washington and some states have sought big changes to Medicaid and its financing. The survey provides new information on a host of topics, including trends in Medicaid enrollment and spending growth; initiatives to address the opioid crisis; provider payment rates and taxes; pending and approved waiver changes pursued by states; and Medicaid managed care trends.

In conjunction with the briefing, the Foundation released three reports based on the survey:

Diane Rowland, the Executive Vice President of the Foundation,  moderated the briefing. Survey findings were presented by co-authors Robin Rudowitz, an Associate Director of the Foundation’s Program on Medicaid and the Uninsured, and Kathy Gifford, a Principal at Health Management Associates, which helped conduct the survey.

Offering perspective are Medicaid directors from two states:

  • Kate McEvoy, Vice President of the Board of Directors of NAMD and Director of the Division of Health Services, Connecticut Department of Social Services
  • Michael Heifetz, Medicaid Director, Wisconsin Department of Health Services
