Issue Brief
This BLS paper defines “smaller employers” as those with no more than 499 employees in 2019.
This BLS statistic includes the following industry groups as “food services and drinking places”: full-service restaurants, limited-service eating places, special food services, and drinking places (alcoholic beverages). KFF analysis in Appendix II, Table 8 includes the first three categories as “restaurants and other food services” but excludes drinking places.

KFF analysis of Household Pulse Survey, PUF December 9– December 21 (2021). This analysis does not exclude those who receive SSI.
For example, President Biden has proposed a $15 federal minimum wage. An individual working full-time (35 hours/week) for the full year (50 weeks) at $15 per hour would earn an annual salary of $26,250, just over twice the 2021 FPL for an individual ($12,880) and slightly below the 2021 FPL for a household of four ($26,500).
