Extending Health Insurance Through Incremental Reform


Part of the Kaiser Incremental Health Reform Project, this paper describes a "minimalist" approach to expanding health insurance coverage through changes in the tax code. Building on recent policy changes, a proposal for extending the deductibility of health insurance premiums to all those who do not have employer-sponsored insurance is described.
