U.S. Government Funding for Women and Family Health

The U.S. government has a long history of supporting efforts to improve the health of women and families around the world. While many U.S. programs address women and family health generally, several are focused on them directly, including: maternal and child health (MCH), which includes immunization activities; family planning and reproductive health (FP/RH); and nutrition. This overview paper presents key findings for accompanying papers examining U.S funding for each of these sectors. They look at funding trends over time, the top country recipients of aid, the share of funding provided to the sector within the larger U.S. global health funding portfolio, and the role of the U.S. as a donor in the context of overall donor support.

Medicaid Enrollment & Spending Growth: FY 2016 & 2017

This report provides an overview of Medicaid enrollment and spending growth with a focus on the most recent state fiscal year, FY 2016, and current state fiscal year, FY 2017. Findings are based on interviews and data provided by state Medicaid directors as part of the 16th annual Medicaid budget survey of Medicaid directors in all 50 states and the District of Columbia conducted by the Kaiser Commission on Medicaid and the Uninsured (KCMU) and Health Management Associates (HMA). Findings examine changes in overall enrollment and spending growth and also look at expansion versus non-expansion states.

The U.S. Global Health Budget: Analysis of Appropriations for Fiscal Year 2016

After Congress provided an unprecedented level of emergency funding for Ebola in FY15 in response to the West African outbreak, beyond regular appropriations for global health programs, FY16 returned to business as usual. There was no additional emergency funding and global health amounts remained essentially flat funding compared to prior years. The FY16 Omnibus Appropriations bill, which was signed into law by the President on December 18, 2015, included an estimated $10.2 billion in funding for global health programs continuing a trend of essentially flat funding since FY10.

This report, Financing the Response to AIDS in Low- and Middle-Income Countries: International Assistance from Donor Governments in 2015, tracks funding levels of the donor governments that collectively provide the bulk of international assistance for AIDS through bilateral programs and contributions to the Global Fund to Fight AIDS, Tuberculosis and Malaria. Donor government funding to support HIV efforts in low- and middle-income countries fell for the first time in five years in 2015, decreasing from US$8.6 billion in 2014 to US$7.5 billion.
