Forum to Provide Update on AIDS Drug Assistance Programs

The Kaiser Family Foundation and the National Alliance of State and Territorial AIDS Directors (NASTAD) will release the 12th annual National ADAP Monitoring Project Report on Tuesday, April 8 at a policy forum in Washington, D.C.

AIDS Drug Assistance Programs (ADAPs), authorized under the Ryan White Program, are the nation’s prescription drug safety-net for people living with HIV/AIDS, serving some of the most vulnerable people with HIV in the United States. The report documents new developments and challenges facing ADAPs, assesses key trends over time, and provides data on the status of these programs. Based on a survey of ADAPs in the 50 states, the District of Columbia, territories, and associated jurisdictions, the report presents the most current and comprehensive look at ADAPs.

WHAT: Policy forum to release the 2008 National ADAP Monitoring Project Annual Report, including a presentation of key findings from the report and a moderated panel discussion. The forum will explore issues such as:

  • What are the trends in ADAP clients served and drug expenditures over time?
  • How have ADAPs kept pace with growing client demand and prescription drug costs? What sources of funding comprise the ADAP budget?
  • How has the recent reauthorization of Ryan White affected ADAPs?
  • How do larger state fiscal conditions impact ADAPs?
  • What is the status of ADAP waiting lists and other measures used to contain costs?

WHO: Kaiser executive vice president Diane Rowland and Julie M. Scofield, executive director of NASTAD, will provide introductory remarks. Murray Penner, deputy executive director of domestic programs, NASTAD, and Jennifer Kates, vice president and director, HIV Policy, Kaiser Family Foundation will present the survey's key findings, followed by a panel discussion and audience Q&A. Panelists will include:

  • Douglas Morgan, director, Division of Service Systems, HIV/AIDS Bureau, Health Resources and Services Administration, U.S. Department of Health and Human Services
  • David Morgan, STD program manager, South Dakota Department of Health
  • Noreen O’Donnell, Ryan White Program manager, South Carolina Department of Health and Environmental Control
  • Ron Snell, director of state services, National Conference of State Legislatures
