Medicaid and the Disabled Population
July 2000 marked the 10th anniversary of the passage of the Americans with Disabilities Act. This landmark ruling is a federal civil rights law for people with disabilities. The Kaiser Commission on Medicaid and the Uninsured has made assessing the health care needs of the low-income disabled population one of our key priorities.
Medicaid plays an important role for many Americans with disabilities, covering nearly 9 million low-income disabled individuals. With low-incomes and serious disabilities, this segment of the Medicaid population faces serious challenges in the health care system, including gaining adequate access to community-based care and to needed medical services in a managed care environment. Over the last year, the Kaiser Commission on Medicaid and the Uninsured has released a number of reports that assess the health needs of the disabled population, the extent of their health insurance, and the role Medicaid plays for this population.
