Beneath the Surface: Barriers Threaten to Slow Progress on Expanding Health Coverage of Children and Families

The annual 50-state survey of enrollment and eligibility policies in Medicaid and SCHIP for low-income families reveals that nearly half of states (23) took actions that made it more difficult to secure and retain health coverage for children and families from April 2003 until July 2004.
