Children's Health Insurance: The Difference Policy Choices Make


This paper describes states' policy choices under CHIP and assesses the likely impact of these choices on coverage. Specifically, the paper describes the impact of design choices on the number of children covered, the likelihood that newly-covered children were previously uninsured (rather than insured), program costs, and savings to families and employers for those who switch from private coverage.
This paper is part of the Kaiser Incremental Health Reform Project.
